Xcode Command Line Tools changed?

I've tested on network and off network and get the following message when invoking to install CLI tools (xcode-select --install):

"Can’t install the software because it is not currently available from the Software Update server."

Is my timing bad during WWDC?

I had that, but I just signed in to my developer account, and then in the downloads section I found the right version of the tools for the version of Xcode and OSX. You then get to download a dmg with the tools in a pkg in there, install that and you have them. They have all of the versions in there available, including the newest ones for the beta releases.
You used to be able to sign up for a free account in the Apple Developer site.
