Activate screen saver on token removal - inconsistent results

Ever since High Sierra was released, we've been having lots of trouble ensuring that the local screen saver is activated when the token (CAC) is removed from the computer. As best I can tell, the proper settings are there in the com.apple.screensaver.plist file in the ~/Library/Preferences directory, but they're not honored when we actually log into that user account.

The JAMF folks also say they're seeing some weird things going on, too. Has anyone run into this and figured out what's going on here?

Another bump of "seen it, but haven't fixed it". Seems to be a Centrify issue on our end, but inconsistent and irritating. Works about 75% of the time if I had to guess, but not 100%.
