Hi, looking for the best route to add Papercut to our school iPads. It's basically a print tracking system we've implemented. There is an app to install but of it is done by a direct download by from our internal server. ie http://x.x.x.x:xxxx/ios/install, this loads a profile and app icon.

The only issue on our managed ipads it basically wont allow the installation of the profile and cancels the process. I've tried lessening restrictions in the configuration profile but to no avail. If anyone has any advise or has been able to implement Papercut successfully let me know. Thanks

It's a Web Clip when it comes down it. You'll need to refer to the Advanced App Deployment section of that page you linked to. Basically remove the /install from the address, add an icon and scope the profile to your devices.
FYI I use PaperCut in our district and dropped the webclip and AirPrint over Christmas break in favor of Mobility Print. Much less headaches since it's using plain ol' dns instead of mdns(bonjour) for printer discovery.

But I'm not able to load any webclips to shared ipads, keeps failing, unless there is a scope work around. I've been looking all day for solutions.

Web clips aren’t allowed on shared iPads.

Yes @jared_f is correct if the device is in Shared iPad mode web clips won't deploy. If you connect the iPad to Configurator on a Mac and look at the console you'll see this is the case when the profile is pushed to the device.
Your choices are kind of limited. Either add the link to your school website or deploy Mobility Print.
