We are rolling out new laptops with Mojave 10.14, they come packaged with iMovie, GarageBand, Pages, etc. But when the user logs into the App Store with their apple id, and click the adopt apps button, it gives them an error and to try again at a later time.
I will have to get my hands on one of the computers to get the exact message, but that is the gist.
Any idea why they can't adopt the apps? Allow App Store App Adoption is enabled in the configuration profile too.
