I just packaged and deployed CC2017.
So for about 3 hours all was fine, then.. see attached..
I mean, I only just installed it!!
I really do hate Adobe Products!!!

Hello!
The permissions within the base Library have cause this issue for me - I am not completely sure why, but I was able to fix it.
Change permissions for - HDD > Library > Application Support > Adobe - "Apply to enclosed items" - and it has resolved this issue.
