App in inventory not on iPad

Over the past 2 weeks we have seen some of our iPads show in their JSS inventory <APP NAME> app is installed and managed (not always the same app). However, the app is not able to be found on the device. Some devices were corrected with a push, others required a soft reset before the app popped onto the screen. Last week we had 2 deployed iPads show 30 apps installed but the other tech acknowledged there were no apps until he completed a soft reset and they began to appear (18 hours from enrollment). It seems like the app does load to the iPad but it doesn't actually create an icon( and I am convinced during testing I found the app under Siri suggestions but didn't actually click it to see if it would launch). It hasn't been debilitating or frequent enough to be anything beyond a slight nuisance, but I am wondering if anyone else has seen this behavior.
