We've used configurator 1 sparingly.
Configurator 2, however, intrigues me because it has a tethered passcode removal feature that I think can still work after the student guesses so often that it turns off WiFi.
I have a couple of questions about this process:
If I link Casper to Configurator 2, will I be able to unlock passcodes on iPads with Configurator 2 that were previously supervised only by Casper?
I would test it myself, but that is my second question.
I’ve been trying to add a new organization to Configurator 2 that is linked to Casper. I’ve downloaded the .pem cert from Casper and added it to my keychain, but when I try to add the organization to Configurator 2, that Casper cert does not appear on the list.
We are mostly a Windows school and so the intricacies of Keychain elude us.
Anyone have a play by play guide to putting it in the proper place in Keychain or an idea of what we are likely doing wrong preventing these things from playing nice together?

The two should not be at odds with each other, we use both happily, Apple Configurator (both 1 and 2) is best used for initial setup and resetting of devices, while Casper's strength lies in the ongoing over-the-air management of devices while assigned and in use.
I wouldn't try to get them to use each others certificates and profiles, to me that is just asking for trouble. Just let Apple Configurator perform setup and enrolment in Casper, either with a URL, or with config profiles.
We use Apple Configurator to perform initial setup, including profiles for enrolling into Casper, and getting onto wifi so the automated enrolment can happen. And by supervising devices we help resolve potential issues around Find My iPhone.
