I have a cart of iPads. Once in a blue moon I wipe them (to get them in/out of Configurator), and occasionally I add/remove devices from the cart. Part of this process is to add the new iPads to the static group.
Apps are scoped either to the cart's group, or to All Mobile Devices. If I wipe an iPad, it does not automatically download the apps that fall into its scope, even though the apps are set to 'install automatically.' I go into the device management, and run an inventory and/or blank push. It still does not automatically download its apps.
What I end up doing is going to each app that should be deployed to the devices, clicking Edit, then click Save (no changes to the app actually made), and then that will kickstart the app to deploy to the iPad(s).
