Assign app to user group without Apple IDs

We currently assign apps to device groups so students do not need an Apple ID to install their apps from Self Service. Is it possible to assign an app to a User Group and still avoid needing an Apple ID?
I tried to assign a VPP app to a user group and the app did not show up under Self Service.

As long as the app is set to be device-assigned, it doesn't matter how you scope it. We use both mobile device and user groups to assign our apps.
