'At Reboot' scripts running before reboot

I have several 'At Reboot' scripts that run during the imaging process when using Casper Imaging. They do various things like configure application licensing. These used to run as intended, after the machine loads and reboots for the first time. Now it appears they are running before the reboot. Has anyone else seen this? It's causing the scripts to fail because they depend on the machine being booted/running on the partition that was just loaded. If I run the scripts later from self service they run fine.

OK, I think I narrowed this down. I have a policy set to 'enable FileVault2 Individual key'. It appears that this policy is somehow interfering with the scripts running when it kicks in near the end of the imaging process. If I disable the policy, the scripts run, but we need to have FV2 enabled and I'd rather not do it manually. Any suggestions?
