Blocking iOS 10 Update

Is it just me, or is the typical block of mesu.apple.com and appldnld.apple.com not preventing the update of iOS to 10?

We blocked both for our iPad networks and find it is blocking the update. When users attempt to check for updates, they get "Unable to Check for Update."

The usual method of blocking is working for us. My test iPad is seeing the update, but fails with an error when you actually try.
