Bug in 9.32: Re-enrolling with local JSS user account doesn't update the user assigned to a device

We're seeing a bug here we haven't seen previously. When re-enrolling a mobile device (via DEP pre-stage or via user-initiated web enrollment) with a local Casper user account (one defined under Settings > "JSS User Accounts & Groups" that isn't tied to an LDAP source) the re-enrolled device isn't reassigned to the new user account. It is left assigned to the previous user.
The device does complete enrollment, and can be managed normally. Re-enrolling with an LDAP-sourced account successfully re-assigns the device to the new user as expected.
Is anyone else experiencing this behavior?
