Cached Installs randomly failing with a certificate error

We have some application installs that seemingly randomly fail with the error "Certificate used to sign package is not trusted."

This has happened so far with

  • Microsoft Edge
  • Google Chrome
  • Microsoft Excel
  • Microsoft Outlook
  • Microsoft Powerpoint

The certificates of the installers in question are valid when examined locally.

The packages also do not fail consistently to install, on most machines they install without error. But the amount of machines where it fails is about 12% - so quite significant.

The packages are cached on the machines before installed from cache by a second policy.

This all started happening very recently. While Piloting the installations none of these certification errors where observed. 

Has anyone seen this behavior before? It doesn't seem to be a general issue with certs since other packages installed in the same "batch" are fine. For example we install Office Products all together, and only one will fail, but not the same one on all machines. On one machine it's Excel, on another Outlook. And most all work well.
