Confusion on user-level config profiles

Pulling my hair out here…Can someone please explain to me user-level config profiles?

Are they suppose to install on every user that logs into the computer?

How should I scope them? All or Specific Computers? All or Specific Users?

What if I scoped to a Specific Computer group…will they install on every user that logs in?

Can someone please shed some light???
