Cups constantly checking for default printer every 5 seconds

I'm troubleshooting a printer problem and wondering if any of you could help.

I have reset the printer system and not added any printers. My printer list is completely empty.

When you turn on debug logging, command = cupsctl --debug-logging My /var/log/cups/error_log fills up with the following:
