Deploying applications PKG

I have followed the admin guide attempting to deploy an application as a PKG I created in Jamf Pro. After creating the policy it remains in a pending state. Our macs are all user initiated enrollment but I was under the impression this could still be done. Not sure what I am missing.

    What version(s) macOS are you trying to run these on.
    What are the log file showing? Should be under /private/var/log/

    Computers are on the latest 10.15.3. The logs only return "Invalid Message - The message could not be parsed."
