Might of answered my own question. Just found "com.apple.print.custompresets.plist" under ~/Library/Preferences which seems to store this setting. JAMF search on that found some posts of people pushing that or using lpadmin. Not sure if there is a "best practice" to managing these settings in mavericks though. If anyone knows of pro's/con's to either or has a better process please let me know.
