Deploying VPP apps on ios - Scope loop ?

Hello,

I recently set up the whole VPP provisioning stuff so we can finally deploy apps without using the users' iCloud account.

So far I deployed 2 apps on about 10 iPhones, but one of the apps on some phones keeps installing and uninstalling :

As exemple:

Installed App List  Yesterday at 5:05 PM    
Remove App - Slack 21.01.10     Yesterday at 5:05 PM    
Installed App List  Yesterday at 5:05 PM    
Install App - Slack 21.01.10    Yesterday at 5:00 PM    
Installed App List  Yesterday at 4:55 PM    
Remove App - Slack 21.01.10     Yesterday at 4:55 PM    
Installed App List  Yesterday at 4:55 PM    
Install App - Slack 21.01.10    Yesterday at 4:54 PM    
Update Inventory    Yesterday at 10:45 AM   
Installed App List  Yesterday at 9:05 AM    
Remove App - Slack 21.01.10     Yesterday at 9:05 AM 
...

Since I scoped iPhones excluding those with the said app installed everytime the apps gets installed, it goes out of scope, probably telling the MDM en the endpoint to remove the app.
So my first guess is that I created an infernal loop.

But whats bugging me is that it's behaving differently on each device and not for all apps.

Is there any best practice for scoping smart groups when deploying apps on devices ?

Also I checked the "make app managed if installed as unmanaged" if this has any importance.
