Disable Client Proxy setup Using MCX

I want to check the function.
Somehow IT can disable proxies setup for student's laptop using Casper suite.
Because many students bypass our webfilter using web proxy server.
Can you give me some idea how to solve this issue?

They're changing this in the System Preferences? If so, not giving them admin rights is an easy fix.
