Enabling second language keyboard via Custom Commands.

Currently, guests on our MacBooks have access to the English language keyboard as an input, would anyone have a quick solution for enabling Japanese input on guest users through Mosyle via a custom command?

Not removing the English just keeping both so they have the choice.
