Not sure how, but we have an iPad that was supervised and activation locked. Now, as the user left the company, we have restored the iPad with Configurator, but it says the device is locked and needs to be activated with the Apple ID. Since we don't have that information, we have tried activating it with the activation lock bypass code, but the JSS says it was not configured. How is it possible that a supervised iPad is activation locked, but there is no activation lock bypass code available for it?
The last solution is to contact Apple with the proof of purchase and have it activated for us, but I am wondering if there is anything else we can do.
