I want to push a file to the ~/Library/Application Support/ folder for all my users. Best way to do this? FUT, or FET? Or something else?

I have an application that places a config file in the Application support folder, depending on the version that was originally installed, this may be in the /Library/Application Support/ OR the ~/Library/Application Support/

The system Library is easy, but what is the best way to drop a file into the user Library on all machines.

Can I drag the file from my own user Library into composer, create a package, and then 'fill user template's or 'fill existing user templates'?
