In the Jamf imaging app under the Advanced tab there is a checkbox called "Show OS X Setup Assistant" I think you need to check that or by default Jamf Imaging disables the setup assistant.
I'm a long time DeployStudio user myself, so I forget now if there's a spot to make that a default option in an image config or if it's something you have to enable each time.
