iOS profile push returning "permission denied"

I have an iPad, running iOS 16.3.1, that we are trying to push a profile to, but it's failing with an error of "permission denied"

This profile has been successfully installed on several hundred other iPads without issue, so it's not a problem with the profile. Also, we have been able to remove and re-add other profiles on this particular iPad as well as pushing apps to it, so there is nothing wrong with the certs and the enrollment of the device.

Anyone else seen this before? Any ideas on what might be going on here?
