Getting this error on first login to fresh machine that has 10.7.4 and latest Java (2012-003) from Apple. We'd like to turn it back on for the users through a policy or (better) during the imaging process.
Any ideas?

This is part of the FlashBack Removal Tool, it is not related to the latest Java Update.
I just deleted the JavaDisabler.app from my image to solve the problem for now.

Where is the JavaDisabler.app located?

/System/Library/CoreServices

I would say consider the login script as described at https://jamfnation.jamfsoftware.com/discussion.html?id=4360 that CasperSally mentioned above, as it's possible that a java or security update will replace that disabler app

Those instructions have no effect on systems with the FlashBack Removal Tool installed.
From Apple (http://support.apple.com/kb/DL1534):
"To improve the security of your Mac, this update also disables the Java plug-in in Safari. For instructions on how to re-enable it, please visit: http://support.apple.com/kb/HT5241"

Our lion image has all the latest software updates (including the java updates), and the login script in that thread re-enables Java for all users at login.

something i have noticed, if you install java during imaging, it makes the link in /Library/Internet Plug-Ins to /Volumes/mount/System/...
and if you happen to change your disk name from Macintosh HD either before or after the plugin will break, so we have our start-up firstboot stuff looking for the bad link and changing it to just /System/... not sure if its relevant to anybody here, but it might help if you are having problems with java

CasperSally: The Flashback Removal Tool does not show up in software update once Java has been updated past a certain point. If you manually install it, you will get this popup the first time each user logs in.
The tool can be downloaded here if you want to try it: http://support.apple.com/kb/DL1534
