JDS Binding to Internal IP instead of Public IP - RHEL 6.6 Santiago

We are running a JDS instance in a Rackspace Rackconnect V3 configuration on a cloud server. The JDS installs fine, but when it binds the JDS service to an IP address, it will bind it to an internal IP that we do not allow any connections to from the outside. We want the JDS to bind to our outside IP so that it can be accessible to the outside.

Ultimately our goal is to have it so that someone can go to the Apple Store, buy the Macbook then access this JDS from say California and be able to pull down packages. So what I'm wondering is there a way to get it to bind to an external IP and not an internal one?
