Lock the creation of web clips on iOS

Is there any way on iOS devices to prevent the creation of web clips?
Right now we have iPads set up to not allow installing & deletion of apps. With these settings a person is able to create a web clip on the iPad, but you can not remove them because its treating the web clip like and app and app uninstall is disabled.

Is there any Option to block the creation of Webclips?
Same Issues here, with JamfSchool. Students create Webclips, but cant delete them.
