I currently have 4 devices in "Lost Mode", the console reflects that is being enforced. Yet, the iPad is not in Lost Mode and students are able to actively use the device with no issues.

Anyone else?

There might there be a APNs certificate mismatch between the devices and the instance which causes the command not being delivered to the device?

Do other commands successfully complete on these devices? If you don't restrict date and time settings perhaps check that to ensure your kiddos haven't turned the clock backwards or forwards.

its possible that there is a proxy in place on the iPad that is stopping the command from triggering. I saw this a lot with iPads at a school district, they would use a proxy to play web games on their ipad and it would stop communication to the jamf server
