MacBookPro 2017 with touch bar having AD issues: Unable to see AD users in "Users and Groups"

Hi All,
We've got our first one and its been one thing after another. Our workflow of allowing AD users to "Allow user to Administer this computer" does not work because no AD users show in "Users & Groups" pane. All I see is the local administrator that JSS creates and Guest User.
Anyone experiencing anything like this?

AD users should only appear in Users & Groups if they've logged in before (mobile accounts) or are currently logged in (for non-mobile accounts).

Yes they have been logged in before, infact when users have logged in, there is a home directory created with appropriate ownership and permissions etc. However I cannot give them Admin rights as I don't see them in Users&Groups like I do on the rest of our inventory. Also after a reboot at pre-boot login prompt the only user I see is Administrator.
