Memory utilization monitoring

So Apple has their own implementation of the sar command and I was wondering if anyone here has had the chance to figure out or somehow collect data on memory utilization in their Mac env.
Specifically we're looking for machines that top out over a high percentage and to see why they are. We're attempting to identify users that need more memory and to justify the price point of going to 8GB of memory, versus the 4GB we stock right now.

The Top report in inventory data already provides some information. Is there
enough there to compile some sort of report?

How would I pull it together? We turned it off a month ago because we have too many clients and top was making recon take too long.
