No license found for app

I have licenses available but this is the third iPad i sent the app to and the command failed with the message no license found for app.

You might want to refresh your VPP token. Also make sure you actually have enough licenses, all of that can be found under Settings -> VPP accounts -> pick the VPP account in question -> content
