Password Policy Implementation Issues

I'm trying to configure a password policy through JSS and I seem to be having issues. I want to be able to require network/mobile acocunt's passwords to have the normal password complexity along with expiring every 60 days. I want the policy to force the user to change the password on login if their password does not meet the new complexity requirements. I tried setting it up using configuration profiles but it only seemed to apply to local accounts. I also tried the script mentioned in https://jamfnation.jamfsoftware.com/discussion.html?id=18574 but when we attempt to deploy it we get Error: Credential operation failed because an invalid parameter was provided and I'm not sure which parameter is incorrect. I've also tried using OD's password policy management but since we're moving towards AD and Okta soon it's not a good solution for us. If it matters at all, we're not using LDAP and filevault is enabled for all users.
Any help on this would be greatly appreciated.
