Policy errors when installing from remote distribution points

I have a distribution point at Amazon EC2 (for home office users) and an AFP distribution point at a remote office. I created a policy to install our ESET antivirus package; when machines try to get the package from either the EC2 distribution point or the remote AFP I get policy errors saying the package could not be found--even though I've replicated the package to those DPs.

I should note, I replicate manually to Amazon using scp and manually to the other AFP server using rsync. (I don't use Casper Admin's replication function because I don't have space on the other DPs to store all our system images, nor do I want/need them replicated.) My spider-sense tells me it's a permissions issue, but I don't see anything wrong with the permissions--not that I'm infallible by any means.
