Pre-Stage iPhone - Waiting Final Config

Hello,

We are trying to enroll an iPhone 7 Plus on Software 9,2 that was factory reset. It goes through the ABM Pre-Enrollment, then hangs at 

Configuring iPhone
Waiting final configuratyion from <company name>

In JAMF the device shows as
"Enrollment Method: PreStage enrollment: Initial Enrollment"

Where should I start looking to solve this issue?

After renewing the Apple Push Notification Certificates, the phone now says "Installing configuration from <Company>. The profile could not be found."

The device is no longer showing in JAMF at all.
