Privat Macbook JAMF Enrollment Specific User Possible?

I have a question: Is it possible to do the Jamf Enrollment for only 1 specific user on a Macbook?
Background: If a freelancer comes into a company with his private Macbook, can a new user be created here and only this "local user" be manageable? Without that his private user is restricted or gets policies? Gladly exchange experience report
