Has anyone figured out a way to remotely restart a managed Apple TV regularly or on a schedule?

You could use a service like Power Automate to run an API call to Jamf to push the restart MDM command on a schedule.

Thank you, we are going to see if this available with our Microsoft Bundle. Are there any free or other options?

The other option would be to look into JAWA https://github.com/jamf/JAWA. Technically free, but obviously you have to factor in the cost of infrastructure.
