After users login they could not use any software that was trying to use the camera or document camera. It wouldn't display a video though I could see the camera in the source list. Turns out that my config profile (security & privacy) in Jamf Pro was setting gatekeeper to allow apps to run from "Anywhere" which is not an option anymore. Setting this back to "App store or app store and known developers" fixed the issue. Was strange and difficult to track down.
