Sites and limiting Techs

I would like to grant access to some of our techs in managing iPads in their buildings, but…

I have assigned Sites (school buildings) to each iPad.
I have granted the Tech "Site Access" and assigned them to the specific "Site"

This works great when viewing the iPads.

This does not work at all if you want to give the person access to assign Apps to a group of iPads.

We have over 500 unique apps and I do not want to create individual apps for each Site (what would be the purpose of giving the Site Tech access then, I might as well assign the apps myself)?

There must be a way of limiting the tech to only see iPads at his/her specific School site, yet allow them to assign apps from our pool of apps.

Any help appreciated.

we don't use sites because they aren't that well thought out or useful. To assign apps by site they need to be created for that site. five sites means five apps.
