Issue was on same machine first on Mojave and now after update to Catalina it is the same
First - there is only local accounts on mac(so no AD stuff etc)
User login to account reset password to 12345$ and do restart - filevault does not accept it
If user log in again and choose password 12345 it works at filevault login
There is only one keyboard layout on user profile that also match at filevault login
Anyone seen this before ?
