Switching from Cloud Distribution to JDS

Not sure best practices here.

We have our JSS servers in EC2 with all files stored in S3. Our S3 is the master distribution point which makes it easy for our users to pull files from anywhere in the world.

To cut down on S3 usage into our main office, I want to put a JDS server behind our firewall and have our main offices users get their packages solely from the JDS. We'll have the outside remote users pull from S3.

How to I make the change? I've set up the JDS as the root and enabled distribution of files in it, following instructions from JAMF. However the only files being replicated to the JDS are new files I've been putting into Casper Admin which is still using S3 as the master.

I'd prefer to put the files on our JDS first and replicate out to S3.

How can I make this change?
