Unable to access enrollment page

A couple days ago there the enrollment page went down and we were unable to access it. We tried restarting the tomcat service and now it seems like we are stuck on a page that says "Service not available, The JSS is restarting." before I rebooted the Server it said that the tomcat is restarting even though it has been 2 days since it was restarted. I think something is hanging it up but I can't figure out what.

I can access the site from my computer, I am just unable to enroll new devices grinding my job to a halt until I can get this fixed.

It seems as if the devices have also stopped checking in as well. I am not sure what to do with this. I need to access these devices.

I had this issue the other day. I had to replace the MySQL DB form the nightly backup and restart tomcat. I'm actually having significant Tomcat issues now, but I'm still in the investigation phase.
