Web Ex / Java - Repeated Proxy Prompts

I am not sure when this began happening, but as of this week, when attempting to access a web ex meeting, our users are prompted repeatedly for proxy credentials. It is not the native OS X proxy prompt, but a generic window titles 'Proxy Authentication Required'. Entering the user name and password to authenticate does not work, and the prompt reappears. I am seeing similar issues with flash content, and also repeated prompts related to java - the issues are not specific to Safari but also affect Firefox as well.

I exported the keychain items related to the proxy credentials for http and https into the system keychain, but this did not resolve the issue.

I used the following script to resolve the issue with WebEx proxy prompts:
sudo launchctl unload -w /System/Library/LaunchDaemons/com.apple.UserNotificationCenter.plist
sudo launchctl load - w /System/Library/LaunchDaemons/com.apple.UserNotificationCenter.plist

Does anyone foresee any issues with deploying this to all users?
Unfortunately it does not resolve the issue with repeated Java proxy prompts.

Unfortunately this fix does not resolve the issue with Java (1.7.0_51) prompting for proxy credentials repeatedly. The issue seems to only affect Mavericks and not Mountain Lion. Has anyone been able to access Java content on 10.9.2 + Java 1.7.0_51 + Proxy?

Have not been able to locate a solution for this... issue persists in Java 7 update 67...
