Why are the icons of policies in self-service not visible?

Hello I'm new in this community,

When I log in with the network account and check the packages I have created, their icons do not appear, but I can see the icons of policies with local accounts. I don't have a problem with package installations, but a blank screen comes up instead of the icon. 

I deleted the self service cache files and reinstalled them but the problem is still the same. Do you have an opinion on the subject?
