Jamf support just stated to me that skip account creation is broken and
a known issue (PI-004473) on older versions, but should be resolved with
Jamf Pro 10.2.2 (and also that their internal documentation shows it

@mconners Dredging up an old thread but, did anyone ever find a fix for
this issue? Same issue on classroom machines running 10.12.6 with
configuration profile for login window payload set via jss 9.101.
@rrouleau Thanks! Our issue sounds different only because the
screensaver used is simply Flurry. @Caist Did you ever manage to resolve
this issue in your environment and if so would you mind sharing what
steps taken?
@rrouleau Any more information about the issue you uncovered and the
details of the fix you can share? All signs are pointing to me rolling
out 10.13 to resolve this issue but I'm still curious as to the root
