I haven't been able to find anything from searching but would anyone know of a way to manage the accessibility settings on iPads using JAMF?

From what I can tell, there is no way to manage Accessibility on iOS. If available, it should be an option in Configuration profiles as it is for computers. I can confirm this is also the case for Jamf School, where there are no Accessibility settings management for iOS.
Apple's page specifically states computers, suggesting you can't manage those settings on iOS with an MDM:
