I don't believe I had the same issue. The best I could recommend is testing to see if restarting the machine and/or restarting softwareupdate fixes it./bin/launchctl kickstart -k system/com.apple.softwareupdated

On Github there is a script that utilizes sysadminctl called mkuser made by Pico. I haven't used it myself yet, but it's another option and is well documented.https://github.com/freegeek-pdx/mkuser
