Purchased app in VPP, app shows up in JAMF and I've set the scope to the 4 devices I want to install the app on. I set it to install automatically, but still be available in Self Service.
The app did not install automatically, but it is in Self Service. However, when I tap the install button, it just spins and spins and never installs.
Ipads have been updated, tried a hard reboot, but still no install.
Command to send has been sent, but Status says "Pending- Application is not available to install"
Any ideas?

Did you check the "assign VPP content" box in the app?

Yes, and it's assigned to our school's account.

The "Pending- Application is not available to install" status means that the app license isn't assigned to the device. If you look in the content section of your VPP account do you see the licenses listed there? If not try using the "Update Purchased Content" tool at the bottom of the list.

@bburdeaux I see the apps listed. I tried "Update Purchased Content" anyway and get "Access Denied" :(

The only time you get access denied messages is if you don't have the proper permissions in jamf pro. I was able to replicate the behavior by removing the Create privilege on VPP Admin Accounts from my test user. This feels like a bug to me.
Bug or not, however, your inability to update purchased content shouldn't stop apps from assigning to devices. Can you verify that the app is device-assignable by looking it up in the VPP store and looking for the Device-Assignable tag on the left side below the compatibility section?

It is device-assignable.
I appreciate all your help! I may not have the permissions to do that as I work in a school and the tech department has a person that is over JAMF, and the person in that position has recently changed.
