Application push without promit

Hi Team,

I am loading Applications onto the devices I have for the school I'm looking after, but each time an app loads on it comes up with a notification requiring us to allow the app to be downloaded. Is there any way to change this so they force download?

I've seen this when trying to deploy iOS store apps.
Are the apps device assigned through VPP?
