Auto Adding USB Printers

Hello All,

So I'm honestly being a bit lazy with a time crunch with this one, that time
of year you know. =)

I have nice policies for a high end Epson USB printer that do successfully
add it and remove it at login and logout. We're trying to limit who can
print to it based on class lists.

Here's the issue, let's say a user that is not suppose to have the printer
logs in, it's no there. If they power off the printer and power it on it
just automatically adds itself back in.

Granted at logout it gets pulled again for the next person, but I don't want
it to do that.

So if possible, what is it that I need to configure to stop non-admin users
from being able to add USB printers by just plugging them in?
