Block Mac Mini from Shutting Down

We have a Mac Mini in an A/V Classroom that professors are shutting down when they leave the classroom. Because of the annoying power button location when the Mac Mini is locked in an A/V rack, I am looking to have some sort of policy that forces all "shutdown" commands to be a restart command. I know you can do this in Windows 7, but anyone have any ideas for OS X? I thought about doing a logout policy that reboots, but this will reboot on every logout. Any ideas?

A Configuration Profile with a Finder payload set to disable the Shutdown menu item would work. However, unless the professors are LDAP users (machine bound to an LDAP system) you'd have to do a Computer Level profile, which means that all users would loose the Shutdown menu item.

Of course, the way around that for admins is to use the Terminal to shutdown the machine.
